This document sets out the data sources used in charts, tables and text in the Autumn Statement 2023 document. This should be read in parallel to the references contained in the Autumn Statement 2023 document. Mihoko “garden” Kurihara is a well-known Japanese papercut artist is the author of many books including adult colouring and paper cutting books. This book presents more than 150 original cutting designs, mainly of flowers and animals, but also includes alphabets and numbers. The process is exactly the same as for a regular combi (see above) but in addition to folding the first and last marks, you also cut them. Statement of funding policy: Funding the Scottish Government, Welsh Government and Northern Ireland Executive The cut and fold patterns list all of the marks required for each leaf of the book and by marking, cutting and folding the marks you build up the design.

Paper cutting by garden

Scherenschnitte by Susanne Schläpfer-Geiser, published in 1994 in German and in 1997 in English by Lark Books. Considered a classic, this book provides both a thorough overview of materials and techniques and a history of the art covering the primary countries in which papercutting has become popular. The book contains many examples of wonderful pieces created by the author and some of the most famous papercutters in history. A new edition in English, Traditional Papercutting: The Art of Scherenschnitte, was released by Lark Books in 2001.

The Chancellor of the Exchequer presented his Autumn Statement to Parliament on Wednesday 22 November 2023. Table 5.1 shows the cost or yield of all government decisions accounted for at Autumn Statement 2023 which have a direct effect on Public Sector Net Borrowing (PSNB) in the years up to 2028-29. This includes tax measures, changes to aggregate Departmental Expenditure Limits (DEL) and measures affecting annually managed expenditure (AME). New Crafts: Paper Cutting by Stewart and Sally Walton (Lorenz Books, 2014). This stylish and delightful book contains complete step-by-step instructions for 25 practical projects, plus a brief guide to equipment and materials. It includes an introduction to the craft and its varied history, as as well as examples of the finest contemporary paper cutting. See also their 2005 book, Craft Workshop: Paper Cutting. Paper Cutting: Contemporary Artists, Timeless Craft, edited by Laura Heyenga (Chronicle Books LLC, 2011). This is a collection of essays and short pieces about contemporary papercutters. This document sets out the assumptions and methodologies used in the government’s costing of policy decisions announced since Spring Budget 2023. For each decision it contains a description of the measure, the base, and the methodology for the costing (including relevant adjustments for behavioural responses). It highlights main areas of additional uncertainty. It provides detailed step-by-step techniques on paper cutting from copying the design to framing the completed work, which makes this book a good introduction for beginners. Scherenschnitte – An Old World Craft Comes Alive!, by Carole Behrer, 2000. A Design Originals Can Do Crafts Book, no 5095. This booklet contains a brief history, plus tools, supplies, instructions, and tips for dozens of designs for cutting pictures, cards, and ornaments. Included are single-fold, 3-D, no fold, two fold and three fold designs. Also provided are ideas on how to add color to the designs and instructions for wood graining frames and how to frame and mount finished artwork.

Cut Up This Book by Emily Hogarth, published by Running Press in 2012. This is a book you can literally cut up. It has 50 colorful project templates and is a complete guide to cutting paper for art works, greeting cards, keepsakes and more. It contains a brief history of paper cutting, instructions on tools and materials needed, as well as different technique ideas. This is a great book for beginners and inspirational for advanced paper cutters as well. This consists of traditionally folding the outside edge of the design and cut and folding the internal pattern. Books dedicated primarily to the art of papercutting range from how-to texts and collections of easy-to-cut templates, to books on the history of papercutting and its numerous regional variations around the world. Many papercutters are self-taught and started by cutting out simple pre-printed patterns. Books on the subject of papercutting provided inspiration, historical perspective, and samples. Of course, GAP members also have access to an archive of past Guild publications that provide a wealth of information and examples of various types of papercutting from many different countries.
